A true strategic plan is set in context of business performance and links projects to specific objectives.  Resulting outcomes are measurable and, in the IT context, not necessarily a count of how many projects were implemented in a year.  A strategic plan will focus less on the tool or technology and more on the direction.  It asks the ultimate question, why are we doing what we are doing?]]></description>
